Rutherford County has applied for Federal Emergency Management Agency (FEMA) Building

Resilience in Communities Grant Program (BRIC) funding through the Tennessee Emergency

Management (TEMA) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for

feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations.

Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to

provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also

requires FEMA to provide the opportunity for public participation in the planning process and to consider

potential impacts to minority and low-income populations. This notice may also fulfill requirements

under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal,

tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

proposed study will conform to all applicable and local floodplain regulations. The proposed project

after completion of the study will be for widening/installation of shoulders of roadways, possible

relocation of road for safety, and upgraded ditches/culverts.

Proposed Work and Purpose: Rutherford County proposes to have an engineering study with the

intent of raising the level of service and safety on County roads.

Project Alternatives:

Alternative #1 (no action alternative): Under the No Action Alternative, the road will be inadequate

for projected traffic load in the area.

PUBLIC COMMENTS: Any individual, group, or agency disagreeing with the proposed projects

INVITATION TO BID

The Smyrna/Rutherford County Airport Authority will accept bids on the construction of HANGAR 692.

Project consists of the following: The construction of an approximately 31,000 s.f. pre-engineered metal

building for the purpose of an airplane maintenance hangar with an approximately 2,400 s.f. lean to structure

for office and shop space. The work shall include demolition of the existing concrete slab which was the

building slab/foundation for the hangar which previously occupied the location. The work shall include

earthwork, grading and drainage, erosion control, site utilities, approximately 320 linear feet of six-inch

water main extension, paving, striping, concrete apron, security fencing, an approximately 275,000 gallon

bolted steel tank for fire suppression, an open air fire suppression recapture pit, and all other appurtenances

necessary for the completion of the proposed project.

A non-mandatory but recommended Pre-Bid Meeting will be held at 1:00 P.M. CST, local time, on

Wednesday, January 6, 2021 at Smyrna/Rutherford County Airport Authority, 278 Doug Warpoole Road,

Smyrna, Tennessee 37167. Contractors are encouraged but not required to attend as a site visit to the site

will follow the meeting. Social distancing measures will be in place for the meeting. An option for virtual

attendance will be provided. Virtual attendees must contact Cory Hall (615-220-5800) to be added to the

Sealed bids will be accepted until 2:00 P.M. CST, local time, on Wednesday, January 20, 2021 at which time

bids will be publicly opened and read aloud. No bid may be withdrawn after the scheduled closing time for a

Copies of both plans and specifications shall be obtained from Dempsey, Dilling & Associates, an affiliate

of Thomas and Hutton upon payment of $300.00 per set, none of which is refundable. Bids will not be

opened from Bidders who have not obtained the contract documents from the engineer.

A prospective bidder MUST BE PREQUALIFIED by and in good standing with the Tennessee Department

of Transportation prior to the issuance of a proposal form. A prospective subcontractor must be

prequalified by and in good standing with the Tennessee Department of Transportation prior to being

approved as a subcontractor.

All Bidders must be licensed Contractors in the State of Tennessee in strict accordance with State regulations.

No bid will be opened unless the outside of the sealed envelope containing the bid provides the following

information: the name, license number, the date of the license’s expiration, and the classification of the

contractors applying to the bid for the prime contract and for electrical, plumbing, heating, ventilation, and

air conditioning contracts (if applicable to the project), except when the bid is in an amount less than twentyfive

thousand dollars ($25,000). When the bid is less than twenty-five thousand dollars ($25,000), the name

of the contractor only may appear on the outside of the envelope containing the bid, and upon opening the

envelope, if such bid is in excess of twenty-five thousand dollars ($25,000), the same shall automatically

be disqualified. Prime contractor bidders who are to perform the electrical, plumbing, heating, ventilation

and air conditioning (if applicable to the project) must be so designated upon the outside of the envelope.

Failure of any bidder to comply therewith shall void such bid and the envelope containing such bid shall not

be opened or considered. In the case of joint ventures bids, each party submitting the bid must provide this

information. All Bidders shall comply with the Contractors Licensing Act of 1976 and as amended (TCA Title

62). All bidders shall comply with the Tennessee Contractor’ License law Section 62-6-119 (Bid documents –

Required disclosure by bidders) when submitting bids.

All bidders shall adhere to Title VI of the Civil Rights Act enacted in 1964 which states that “No person in the

United States shall, on grounds of race, color, or national origin, be excluded from participation in, be denied

the benefits of, or subjected to discrimination under any program or activity receiving federal financial

assistance”, state of Tennessee funding, and/or funded by the Smyrna/Rutherford County Airport Authority.

The Smyrna/Rutherford County Airport Authority will not discriminate in the purchase of all goods and

services on the basis of race, color, religion, sex, national origin, age, disability or any other lawfully protected

classification. The Smyrna/Rutherford County Airport Authority reserves the right to reject any and all

bids, to waive technicalities or informalities and to accept any bid deemed to be in the best interest of the

Smyrna/Rutherford County Airport Authority.

All bids must be made out on the Bid Form bound in the contract documents, and the Bid Form

should not be detached from the contract documents. Bids will not be opened from Bidders who

have not obtained the contract documents from the Engineer. With the bid, each Bidder must deposit

security in the amount of five percent (5%) of the amount of the bid, subject to the conditions stated

in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount of one

hundred percent (100%) of the contract amount will be required for the successful Bidder. No Bidder

may withdraw his bid within ninety (90) days after the actual date of the opening.
