WHEREAS, default has occurred in the performance of the covenants, terms and conditions of a Deed of Trust dated April 11, 2013, executed by TERESA L RISHER, conveying certain real property therein described to FIRST AMERICAN TITLE INSURANCE COMPANY, as Trustee, as same appears of record in the Register’s Office of Robertson County, Tennessee recorded April 29, 2013, in Deed Book 1516, Page 975 ; and

ADVERTISEMENT FOR BIDS
Sealed Bids for the project entitled Wastewater Treatment Plant Improvements will be received
by the City of White House at 2:00 p.m. local time on March 31, 2021, at 105 College Street, White
House, Tennessee 37188 and then publicly opened and read aloud.
The completed Work will provide the Owner with a fully functional operational, expanded and
upgraded 2 MGD wastewater treatment facility. The Work will consist of construction of new
systems, and reuse of existing systems including civil, electrical, instrumentation and control,
structural, architectural and HVAC works for a complete operating plant.
1. New Systems:
a. Grit removal facility with grit pump and classifier.
b. Bioreactor system, two trains with mixers, mechanical aerators, and aeration diffusers.
c. Two reaeration blowers with canopy.
d. One new clarifier with integral scum pit and pump.
e. Three return activated sludge (RAS) pumps and three waste activated sludge (WAS) pumps.
f. Two effluent filters.
g. Alum storage tank and metering pump skid.
h. One UV disinfection system with Parshall flume.
i. Two reclaimed water distribution pumps.
j. Standby diesel engine generator
2. Civil works as documented in the documents including but not limited to access road
and associated drainage structure and outfall line to the creek.
3. Architectural and HVAC work including the operations building, electrical building, and
miscellaneous changes to the RAS/WAS building.
Allotted time for project completion is 550 calendar days.
There will be a Pre-Bid Meeting on March 9, 2021, at 10:00 a.m at the project site, located at 725
Industrial Drive, White House, TN 37188.

DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS
This project is being funded by a State Revolving Fund loan on or after 2015 EPA Fiscal Year. The
loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and
Steel requirements.
Disadvantaged Business Enterprises (DBE) Requirements:
Any contract or contracts awarded by the Owner through this Invitation for Bids will be funded
by a State Revolving Fund (SRF) Loan from the State of Tennessee. State and Federal funds will
be involved in this Project and, as a result, Bidders must comply with the SRF Loan Program’s
Disadvantaged Business Enterprises (DBE) requirements, including contacting a minimum of ten
qualified DBE potential sub-contractors, professional service providers, vendors, and/or suppliers
by certified mail to solicit Bids. The apparent successful Bidder must submit to the Owner copies
of the certified letters and return receipts prior to contract award. Neither the State of Tennessee
nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids
or any resulting contract(s) awarded by the Owner.
Special Notice to Disadvantaged Business Enterprises (DBE) Firms:
All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General
Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are

Performance and Payment Bonds. The Performance Bond shall be in full force and effect for one

PURSUANT to Greenbrier Municipal Code, §13-601, et seq., Slum Clearance, following an
investigation, the Public Officer for the City of Greenbrier has deemed the structure located at the
property listed above to be unfit for human occupation or use for the following reasons: the exterior
walls of the structure are not correctly anchored to supporting elements; the roof structure and its
components show signs of deterioration or fatigue; the exterior of the structure in places is exposed
to the elements which is causing decay; structural members are exposed to The elements which is
causing decay, and will lead to deterioration of strength; the exterior walls of the structure have loose
or rotting wood; the roof, flashing, and gutters of the structure are failing, the roof is covered with a
tarp and the flashing is exposed to the elements; the wood has been subject to deterioration, damage
from insects, rodents, and other vermin; and there are detached, dislodged, or failing connections.
The Building Official has determined that the structure must be removed or demolished, with costs
assessed against the property as a lien for the removal or demolition by the City.
Accordingly, you are hereby summoned to appear for a hearing before the Building Official
on February 19, 2021 at 10 a.m. at Greenbrier City Hall, 709 West College Street, Greenbrier,
Tennessee for the purpose of showing cause why the structure located at the above address should
not be removed or demolished due to the conditions listed herein which render it unfit for human
occupation or use pursuant to Greenbrier Municipal Code, §13-601, et seq. and Tenn. Code Ann.
§ 13-21-101 et seq.
You have the right to file an answer to this Complaint and to appear in person, or otherwise,
and give testimony at the place and time set for the hearing. The rules of evidence prevailing in courts
of law and equity shall not be controlling in the hearing before the public officer.
Failure to appear to dispute this Complaint will result in a finding that the structure is ufifit
for human occupation or use and an order for removal or demolition of the structure by default.
